Services with notification requirements
In the decision, outage notification requirements are grouped into three categories of services a) primary services, b) emergency services, and c) specialized services.
Primary services are the telecommunications services used by individuals, small businesses, and large enterprises, including telephone, Internet, cellphone, and data services.
Emergency services include 9-1-1 and wireless public alerting services. A primary service outage may affect access to emergency services. Notification requirements for primary service outages would therefore include situations where end-users cannot access emergency services. However, there may be outages that affect only emergency services while primary services continue to function.
Specialized services are the teletypewriter relay and Internet Protocol relay-based accessibility services used by persons with hearing or speech disabilities, as well as the 9-8-8 mental health crisis and suicide prevention service. Similar to emergency services, a service outage might only affect accessibility services while primary services continue to function.
Video Relay Service is another specialized service used by persons with hearing or speech disabilities, but because telecommunications service providers do not provide this service it is out of the scope of this proceeding. The Commission recently completed its review of the Video Relay Service policy, which addressed notification requirements for Video Relay Service outages.
This decision establishes the notification and reporting requirements for service providers when they experience a major telecommunications service outage.
This video describes the categories of telecommunications services for which outage notification requirements were established in this decision. The categories include primary, emergency, and specialized services and cover outages affecting telephone, Internet, cellphone, data, 9-1-1, wireless public alerting, 9-8-8, teletypewriter relay (TTY), and IP relay services.
