Application by FACTOR and the Community Radio Fund of Canada

  1. In Broadcasting Order 2024-194,Footnote 1 the Commission established the base contributions that particular online streaming services must make to support Canadian and Indigenous content.
  2. On 7 February 2025, FACTOR and the Community Radio Fund of Canada filed an application requesting that the Commission issue a ruling on the confidentiality of some of the information related to the base contributions. The Commission has added this application to the public record so that it can be addressed as part of this proceeding. It further invites interested persons and parties to comment on that application when submitting their interventions.

Confidentiality, safeguards and data collection

  1. As part of the present proceeding, initiated by Broadcasting Notice of Consultation 2025-52, the Commission asked questions about data collection in the context of fostering the discoverability of Canadian content on online audio services.
  2. The Commission is also examining issues regarding data collection, including reporting and confidentiality of collected data, as part of the proceeding initiated by Broadcasting Notice of Consultation 2024-288 regarding audio-visual services. Given certain similarities between the audio-visual and audio sectors regarding these issues, the Commission may consider applicable submissions filed in response to Broadcasting Notice of Consultation 2024-288 that address broad data-related issues, including reporting and performance measurement, as part of the present proceeding.
  3. Accordingly, the Commission invites interested persons and parties to include in their interventions comments on issues of confidentiality, safeguards and data collection for the audio sector. The Commission also invites interested persons and parties, when preparing their comments on these issues for the present proceeding, to refer to submissions filed in response to Broadcasting Notice of Consultation 2024-288 regarding data-related issues.
  4. The Commission approved, by majority decision, the issuance of this notice of consultation.
