We write in response to the Commission's letter of 7 March 2025 regarding international mobile roaming (IMR) services offered by Canadian carriers. In the letter, the Commission directed Bell Mobility Inc. (Bell) to file two progress reports in 2025 addressing specific questions about the affordability and accessibility of roaming options for Canadians. This is the second of Bell’s two progress reports on our IMR services, including our update to the Commission on 5 May 2025 (the May IMR Report). Bell provides this report for IMR offerings under the Bell Mobility and Virgin Plus brands offering postpaid wireless services.

The CRTC has directed that this information be provided to help confirm that Canadians have access to more affordable and flexible roaming options when they travel internationally. In this regard, the CRTC has directed that information be provided on the price and consumer uptake of Rogers’ roaming offerings.

(“Rogers”) is in receipt of a letter from the Canadian Radio-television and Telecommunications Commission (“CRTC” or “the Commission”) dated March 7, 2025 and directed to Rogers, Bell and Telus. In its letter, the Commission noted that it is encouraged by some of the steps taken by the three companies to deliver more choice to Canadians with respect to international roaming options and asked us to provide a progress report. The progress report is to explain: (i) how the companies intend to address concerns about the lack of affordable pay-per-use international roaming options; and (ii) how they plan to market and promote their international roaming offerings, as well as ensure their offerings are easily found on their websites, so that Canadians are aware of their options. Rogers is pleased to provide this progress report.
