Subject: Request for information – international mobile roaming services
In a letter dated 7 October 2024, the Commission called on Bell Mobility Inc. (Bell Mobility), Rogers Communications Canada Inc. (Rogers), and TELUS Communications Inc. (TELUS) to take immediate action to reduce roaming fees and report back on the concrete steps they had taken to respond to the Commission’s concerns.
In a follow up letter dated 7 March 2025, the Commission indicated that while several new plans had been introduced in the market, it still had concerns. The Commission therefore directed the companies to file two progress reports during the year (due on 6 May 2025 and 6 November 2025) with, among other things, information on any new offerings launched, as well as on the price and consumer uptake of their offerings. The companies filed these reports as directed, which can be found on the Commission’s website.
As part of the Commission’s ongoing monitoring activities, Commission staff is seeking supplemental information regarding the various international mobile roaming offerings that Bell Mobility, Rogers, and TELUS have launched to date. This information will provide the Commission with a more complete picture and help assess whether further steps are required.
Specifically, staff requests that each company provide the following information for the 2025 calendar year:
Subscriptions and usage
- The total number of subscribersFootnote 1 that were on a monthly mobile plan that includes international roaming (i.e., plans where roaming in one or more countries is bundled or included as a feature), for at least one month of the year.
- For daily roaming add-ons (i.e., offerings that allow customers to use their domestic plan while travelling, for a daily fee), the total number of individual subscribers that were charged for daily roaming at least once during the year (without double-counting subscribers who were away for multiple days or trips during the year).
- The total number of days that your subscribers roamed internationally during the year using daily roaming add-ons.
- The total number of gigabytes (GB) of data that were used by your subscribers while they were roaming internationally using daily roaming add-ons (i.e., actual usage, not the maximum GB that comes with their plans).
- The total number of travel passes sold (e.g., fixed‑duration roaming packages purchased in advance), by destination (e.g., US, US/Mexico, Europe, etc.).
- The total number of individual subscribers that used pay‑per‑use roaming at least once during the year.
- For pay-per use roaming, the total voice minutes, short message service (SMS) texts, and GB of data that subscribers used during the year.
Revenues

Total revenue from:
- Monthly mobile plans that include international roaming (excluding device revenues)
- Daily roaming add-ons
- Travel passes
- Pay-per-use roaming (spilt by voice, SMS, and data)
- All other international roaming offerings
For all the above questions, please separate the information by flanker brand or affiliate where appropriate.
Commission staff requests that parties submit responses to these requests for information (RFIs) no later than 26 February 2026. All documents must be received, and not merely sent, by that date.
An abridged version of any document filed in response to these RFIs is required and will be placed on a public record. Any claims for confidentiality must be made in accordance with the requirements set out in the Telecommunications Act and Broadcasting and Telecom Information Bulletin 2010-961, including, for example, the requirement to file abridged versions of documents and to provide complete reasons for the confidentiality designation in accordance with the statute and Commission’s information bulletin.
