The largest Canadian carriers signed a Memorandum of Understanding on Telecommunications Reliability, which sets out procedures for (i) emergency roaming, (ii) mutual assistance, and (iii) communications with the public and government authorities during telecommunications emergencies or other similarly impactful disasters. Following such events, carriers submit post-incident reports to the Commission regarding emergency roaming and mutual assistance activities.

Description: On February 26, 2026 at 09:26 PT, a flatbed truck carrying two 400-barrel tanks that
exceeded standard height clearances tore down TELUS and BC Hydro aerial
infrastructure near Chetwynd, British Columbia. As a result, approximately # #
TELUS customers lost access to Internet, Optik TV, wireless voice and data, wireline
voice and emergency services. In the normal course, transport companies carrying
these types of cargo are required to coordinate their activities with TELUS and other
utility companies for line lifting or temporary infrastructure adjustment to avoid collisions with aerial infrastructure. However, TELUS was not engaged by the
transporting company for coordination in advance of this incident.

Description: In September of 2022, various Telecommunications Service Providers (“TSPs”) executed a Memorandum of Understanding on Telecommunications Reliability (the “MOU”) to ensure the reliability and resiliency of telecommunications networks that are a significant lifeline for those in need during natural disasters, network failures and other impactful emergencies. The MOU contemplates, among other things, the provision of Emergency Roaming (“ER”) between Wireless Service Providers (“WSPs”).
