Subject: Part 1 Application by CIK Telecom Inc. for non-discriminatory and timely access on reasonable terms and conditions to BCS 2497 – Request for Information
Dear recipients,
The Canadian Radio-television and Telecommunications Commission (CRTC, or the Commission) is considering the above-referenced Part 1 application, filed by CIK Telecom Inc. (CIK). In this application, CIK is requesting access to three multi-dwelling units, located at 7535, 7555 and 7575 Alderbridge Way in Richmond, British Columbia (the MDUs), in order to install its equipment and provide telecommunications services to residents.
Section 37 of the Telecommunications Act (the Act) provides that the Commission may require Canadian carriers or any person to file information or documents that the Commission considers necessary for the administration of that Act. Strata Plan BCS 2497 is requested to provide a response to the attached questions by 15 April 2026. In addition to filing its response with the Commission, Strata Plan BCS 2497 must also serve a copy of its response on CIK. CIK will have until 22 April 2026 to comment on Strata Plan BCS 2497’s response. CIK will be required to serve a copy of its response on Strata Plan BCS 2497.
Your responses will become part of the public record and will be posted on the CRTC website. Section 39 of the Act and Broadcasting and Telecom Information Bulletin CRTC 2010-961 provide that persons may designate certain information submitted to the Commission as confidential. A detailed explanation of why the designated information is confidential and why its disclosure would not be in the public interest must be provided, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in its disclosure.
If you file a document containing confidential information, an abridged version of the document omitting only the confidential information must also be filed with the Commission; alternatively, reasons why an abridged version cannot be filed must be provided. Only the abridged version of the document will become part of the public record and will be posted on the CRTC website.

To Strata Plan BCS 2497
In its response to a staff RFI letter dated 23 January 2026, requesting an update on the state of negotiations between CIK and Strata plan BCS 2497 regarding CIK’s request to obtain access to the MDUs in order to provide service to residents, Strata Plan BCS 2497 stated
“[…] on February 13, 2026 the Strata advised CIK Telecom that they tentatively accepted the terms of the revised agreement, pending approval by a ¾ vote resolution of the Strata’s owners.”
- Confirm the date on which the BCS 2497 strata owners will conduct a vote on whether to approve CIK’s access agreement.
For your reference, in Telecom Decision 2025-185, the Commission provided the strata corporation EPS 757 (EPS 757) thirty (30) days from the date of the conclusion of an agreement between itself and CIK to conduct a vote by the strata owners and (if approved) to sign the agreement. Although in that decision the Commission considered it reasonable for the strata corporation in question to have time to arrange and conduct a vote by the unit owners, it limited that timeframe to 30 days.
