Dear recipients,
The Commission is considering the above-referenced Part 1 application, filed by CIK Telecom Inc. (CIK). In this application, CIK is requesting access to three multi-dwelling units, located at 7535, 7555 and 7575 Alderbridge Way in Richmond, British Columbia (the MDUs), in order to install its equipment and provide telecommunications services to residents.
Section 37 of the Telecommunications Act (the Act) provides that the Commission may require Canadian carriers or any person to file information or documents that the Commission considers necessary for the administration of that Act. As part of its consideration of CIK’s above-noted application, Commission staff is sending this request for information (RFI) to gather additional information about TSP equipment installed and services being provided to the tenants at the MDUs. All recipients of this RFI are requested to provide a response to the attached questions by 13 February 2026. In addition to filing their response with the Commission, the respondents must also serve a copy of their responses on CIK and BCS 2497.
Your responses will become part of the public record and will be posted on the CRTC website. Section 39 of the Act and Broadcasting and Telecom Information Bulletin CRTC 2010-961 provide that persons may designate certain information submitted to the Commission as confidential. A detailed explanation of why the designated information is confidential and why its disclosure would not be in the public interest must be provided, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in its disclosure.
If you file a document containing confidential information, an abridged version of the document omitting only the confidential information must also be filed with the Commission; alternatively, reasons why an abridged version cannot be filed must be provided. Only the abridged version of the document will become part of the public record and will be posted on the CRTC website.

Request for Information (RFI)
To CIK and BCS 2497
- Provide an update on the negotiations between CIK and BCS 2497 regarding an access agreement to the above-referenced MDUs.
- In Telecom Decision (TD) 2025-185, the Commission set out an expectation that CIK apply the guidance provided in the decision to its remaining active applications (see paragraph 41). Given that BCS 2497 raises similar concerns regarding certain provisions in CIK’s access agreement in this proceeding as EPS 757 did in the proceeding leading to TD 2024-185, comment on whether any new terms have been proposed since the release of that decision.
To Telecommunications Service Providers identified in the Distribution List
- Confirm whether you have any telecommunications equipment—including copper wire and fibre-based equipment—installed at the above-referenced MDUs.
- Provide a copy of all agreements concluded with BCS 2497 which provide access to the above-referenced MDUs, for the purpose of installing equipment and providing telecommunications services to residents/customers.
- If applicable, provide the total number of customers in the above-referenced MDUs to whom you currently provide telecommunications services.
- Confirm whether you are aware of any other TSPs serving tenants or who have telecommunications facilities installed at the MDUs. If applicable, provide the name of the service provider(s).

In its application, CIK requested that the Commission enforce the MDU access condition pursuant to section 24 of the Telecommunications Act, as follows:
- Within 15 days following the date of the Commission’s decision, any other LEC or carrier ISP already in the MDUs will not be permitted to provide services to any new resident of the MDUs and will not be permitted to provide services to a current resident that is not an existing customer of the applicable service provider;
- Within 30 days following the date of the Commission’s decision, any LEC or carrier ISP present in the MDUs will not be permitted to modify or upgrade the services being provided to a current resident;
- Within 45 days following the date of the Commission’s decision, the Commission will explore all regulatory options available to it, including issuing an order under section 42 of the Act and issuing a decision which could result in all LECs and carrier ISPs present in the MDUs not being permitted to provide any services to the residents.
In the event that the Commission finds that CIK is being denied non-discriminatory and timely access to the above-referenced MDUs, comment on the possibility that the Commission may impose the relief requested by CIK.
