Subject: Applications regarding the state of competition and regulatory forbearance in the Quebec and Ontario Internet services markets, 8622-B89-202503086, Procedural Requests and Close of Record

On 30 January 2026, the Commission received a procedural request from Bell Canada (Bell) asking that portions of Bravo Telecom’s (Bravo) reply, filed on 4 September 2025, be stricken from the record of this proceeding. This request was filed alongside Bell’s reply to the Request for Information issued on 15 December 2025.

Bell submitted that certain paragraphs in Bravo’s reply were outside the scope of what is permitted to be included in a reply under subsection 27(2)(a) of the Rules of Practice and Procedure (the Rules of Procedure).

Bell took the opportunity to file additional comments responding to the new information submitted by Bravo in an appendix, requesting that the Commission accept these comments should it decide not to strike the aforementioned paragraphs of Bravo’s reply from the record.

On 13 February 2026, Bravo submitted a procedural request and a reply to Bell’s procedural request and RFI response. In its submission, Bravo opposed Bell’s request, stating that it is not permitted by the Rules of Procedure and is outside the scope of what is permissible in a response to an RFI. Bravo asked that the Commission strike the additional comments found in Bell’s appendix.

Next steps

With receipt of Bell’s RFI response and Bravo’s reply, the record of this proceeding is now closed. To promote efficiency and timeliness, while ensuring that the Commission’s processes continue to be transparent, predictable, and coherent, the Commission will issue its determinations on the parties’ procedural requests at a later date.
