This letter requests additional information from Bell related to the claims made by Bravo Telecom (Bravo) in its initial Part 1 Application, dated 6 November 2024, and its Reply, dated 4 September 2025, in which it alleged that Bell Canada (Bell) was engaging in anti-competitive practices which could constitute undue preference and contravene section 27(2) of the Telecommunications Act (the Act).
To further clarify and develop the record of this proceeding, Bell is to file responses to the questions set out in the attachment by 30 January 2026.
Bravo may file a reply to Bell’s submission no later than 13 February 2026.
Responses are to be provided in a single document to facilitate accessibility and administrative processing.
As set out in section 39 of the Act and in Procedures for filing confidential information and requesting its disclosure in Commission proceedings, Broadcasting and Telecom Information Bulletin CRTC 2010-961, 23 December 2010, persons may designate certain information as confidential.
A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure.
Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

Bell
- In its Part 1 Application and its Reply, Bravo alleged that Bell, through its brands, offers promotional retail rates that are significantly lower than wholesale rates, which could constitute undue preference and contravene section 27(2) of the Act. Section 27(4) of the Act states that if a preference exists, “the burden of establishing before the Commission that any discrimination is not unjust or that any preference or disadvantage is not undue or unreasonable is on the Canadian carrier that discriminates, gives the preference or subjects the person to the disadvantage.”
- Provide Bell's views on whether any of the practices alleged by Bravo constitute or not an undue preference or unjust disadvantage under section 27(2) of the Telecommunications Act. Specifically, explain how the following, with evidence, do or do not have a material adverse effect on competitors and competition in the Ontario and Quebec retail Internet services market:
- Bell’s use of promotional rates and bundling discounts to offer retail Internet services below the wholesale rates;
- Bell's application of site visit fees for all FTTP transfers;
- The difference in retail prices offered by Bell's brands in Quebec and Ontario.
- Provide Bell's views on whether any of the practices alleged by Bravo constitute or not an undue preference or unjust disadvantage under section 27(2) of the Telecommunications Act. Specifically, explain how the following, with evidence, do or do not have a material adverse effect on competitors and competition in the Ontario and Quebec retail Internet services market:
- Provide Bell’s views, including any evidence, responding to Bravo’s allegation that the actions listed in Question 1 are contrary to the Canadian Telecommunications Policy Objectives outlined in section 7 of the Act and with the 2023 Telecommunications Policy Direction.
