Subject: Suspension of compliance reporting requirements for the Wireless Code and the Internet Code

The Wireless Code and the Internet Code are mandatory codes of conduct for providers of retail mobile wireless voice and data services provided to individual and small business customers (wireless services) and retail fixed Internet access services provided to individuals (Internet services) in Canada.

In Telecom Regulatory Policy CRTC 2017-200 and Telecom Regulatory Policy CRTC 2019-269, the Commission directed wireless service providers and Internet service providers to submit compliance reports on an annual basis. Reports are due each year by 31 March for the Wireless Code and 31 August for the Internet Code.

As set out in its Consumer Protections Action Plan, the Commission intends to combine the Deposit and Disconnection Code, the Wireless Code, the Television Service Provider Code, and the Internet Code (the Codes) into a single code that is more clear, simple, and consistent across all services. Details regarding the timing and scope of this proceeding will be announced soon.

The annual compliance reports are part of a broader set of tools that the Commission uses to monitor providers’ compliance with the Wireless Code and the Internet Code.

However, the annual reports measure compliance with the current Codes, which the Commission is poised to start streamlining and simplifying.

In light of the impending streamlining of the codes, the amount of information the Commission expects to gather during that public proceeding, and a desire to reduce redundancy and reduce administrative burden, the Commission hereby suspends the existing compliance reporting requirements for the Wireless Code and the Internet Code, until a decision has been rendered in that proceeding.

The Commission will continue to rely on other tools to monitor providers’ adherence to the Codes and reminds all service providers that the requirement to comply with the Codes and their related policies remains in effect.
