Changes to procedure

  1. On 12 May 2025, the Commission issued Call for comments – A new approach to funding public interest participation in Commission proceedings, Broadcasting and Telecom Notice of Consultation CRTC 2025-94, 12 May 2025 (the Notice). In the Notice, the Commission called for comments on how it can better support people, including public interest groups, to participate in its proceedings.
  2. In a Secretary General letter dated 9 October 2025, the Commission approved a request from the Deaf Wireless Canada Consultative Committee (DWCC) to allow the Deaf-Blind Planning Committee and the Canadian National Society of the Deaf-Blind to become parties to the proceeding and to extend the reply deadline for those three parties to 9 November 2025.
  3. On 31 October 2025, the Newfoundland and Labrador Association of the Deaf and the Ontario Association of the Deaf (collectively, the Deaf and Hard of Hearing Coalition [DHH Coalition]) filed a procedural request with the Commission requesting to extend the reply period for all parties to the proceeding to 9 November 2025.
  4. The DHH Coalition submitted that it had not been served with the DWCC’s extension request, so it did not have an opportunity to respond to it. The DHH Coalition also submitted that the deadline ought to have been applied to all parties.
  5. The Commission acknowledges that the DHH Coalition did not have a chance to respond to the DWCC’s extension request, and that the Commission has extended deadlines for all parties in past proceedings.
  6. The Commission is of the view that granting the DHH Coalition’s request would allow parties, particularly accessibility groups, to ensure their views are fully reflected on the record.
  7. The Commission considers that extending the reply deadline to 17 November 2025 would ensure that all parties have sufficient time to react to the extension and would ensure procedural fairness.
  8. In light of the above, the Commission extends the reply deadline set out in the Notice to 17 November 2025 for all parties.
  9. The Commission hereby invites parties to file reply comments by 17 November 2025. If parties have already filed replies prior to the issuance of this amendment to the Notice, they may refile to update their replies.
  10. This extension is an opportunity for interveners to supplement their existing replies and comment on issues raised by parties during the intervention period, not the reply period. Any comments that address matters raised in the reply period will not be considered.
