Subject: Procedural request for Call for comments – A new approach to funding public interest participation in Commission proceedings, TBNC CRTC 2025-94

Dear Jeffrey Beatty,

Thank you for your letter dated 30 September 2025, filed on behalf of the Deaf Wireless Consultative Committee (DWCC), regarding Call for comments – A new approach to funding public interest participation in Commission proceedings, Telecom and Broadcasting Notice of Consultation CRTC 2025-94 (TBNC 2025-94).

As you know, the DWCC requested that the Deaf-Blind Planning Committee (DBPC) and the Canadian National Society of the Deaf-Blind (CNSDB) be permitted to become parties to the proceeding to join the DWCC’s reply as those two organizations were mentioned in Bell Canada’s intervention. In order to have sufficient time to respond to the intervention, the DWCC also requested that the three parties be granted an extension from 9 October to 9 November 2025 to file a reply.

The Commission considers that, since the DBPC and CNSDB were specifically named in Bell Canada’s intervention, it is appropriate to allow them to become parties in order to respond to these submissions. The Commission further considers that additional time is needed for the DWCC and these parties to collaborate in their response, which is in the public interest.

The Commission therefore approves the DWCC’s requests to allow DBPC and CNSDB to become parties to the TBNC 2025-94 proceeding and to extend the reply deadline for DWCC and these two parties to 9 November 2025.

Marc Morin
