Certified Independent Production Funds
The CRTC requires broadcasting services such as television, online streaming, cable and satellite companies to make financial contributions to Canada’s creative sector. Various funds, including Certified Independent Production Funds (CIPFs), may benefit from these contributions.
CIPFs are funds that support the production of Canadian content. To be recognized as a CIPF, a fund must be certified by the CRTC and must meet the criteria outlined in Broadcasting Regulatory Policy 2016-343.
Under this policy, CIPFs are required to file annual reports with the CRTC on their activities.

Base contribution of online streaming services
In June 2024, through Broadcasting Regulatory Policy 2024-121, the CRTC required certain online streaming services to contribute 5% of their Canadian revenues to support the Canadian broadcasting system. Part of this base contribution goes to CIPFs supporting Indigenous content, content created by and for equity-deserving groups as well as content produced by official language minority communities (OLMCs) and diverse communities.
As determined in Broadcasting Decision 2025-201, the following CIPFs are deemed eligible to receive contributions from online streaming services:

In accordance with Broadcasting Regulatory Policy 2024-121-1 and Broadcasting Decision 2025-201, eligible CIPFs receiving contributions from certain online streaming services must maintain a permanent envelope of funding dedicated to OLMC producers and producers from diverse communities.
