Subject: Part 1 Application by CIK Telecom Inc. for non-discriminatory and timely access on reasonable terms and conditions to LMS 2793 — Request for Information
Dear recipients,
The Canadian Radio-television and Telecommunications Commission (CRTC, or the Commission) is considering the above-referenced Part 1 application, filed by CIK Telecom Inc. (CIK). In this application, CIK is requesting access to four MDUs, located at 8171 Saba Road, 8191 Saba Road, 6191 Buswell Street, and 6211 Buswell Street, in Richmond, British Columbia (the MDUs), in order to install its equipment and provide telecommunications services to residents.
Section 37 of the Telecommunications Act (the Act) provides that the Commission may require Canadian carriers or any person to file information or documents that the Commission considers necessary for the administration of that Act. As part of its consideration of CIK’s above-noted application, Commission staff is sending this request for information (RFI) to gather additional information about TSP equipment installed and services being provided to the tenants at the MDUs. All recipients of this RFI are requested to provide a response to the attached questions by 15 April 2026. In addition to filing their response with the Commission, the respondents must also serve a copy of their responses on CIK and LMS 2793. CIK and LMS 2793 will then have until 22 April 2026 to file reply comments, serving a copy on CIK and LMS 2793. Your responses will become part of the public record and will be posted on the CRTC website.
Recipients are reminded that their responses are required to be submitted electronically, and in full compliance with the applicable provisions of the CRTC Rules of Practice and Procedure. If you have not yet obtained a My CRTC Account, call 1-866-393-0932 between the hours of 10 AM and 3 PM (Pacific Time) to obtain an activation code and a GC Key; the above-referenced telephone number is also the number to call to obtain any required support when filing documents with the CRTC. Submitting applications and other documents to the CRTC using My CRTC Account | CRTC contains instructions on how to obtain a My CRTC Account and submit documents.
Section 39 of the Act and Broadcasting and Telecom Information Bulletin CRTC 2010-961 provide that persons may designate certain information submitted to the Commission as confidential. A detailed explanation of why the designated information is confidential and why its disclosure would not be in the public interest must be provided, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in its disclosure.
If you file a document containing confidential information, an abridged version of the document omitting only the confidential information must also be filed with the Commission; alternatively, reasons why an abridged version cannot be filed must be provided. Only the abridged version of the document will become part of the public record and will be posted on the CRTC website.

Request for Information (RFI)
To CIK
In an email dated 6 February 2026 addressed to CIK and Commission staff, Citybase Management Ltd. (Citybase) stated:
“Council discussed this at yesterday meeting and the matter was referred back to the AGM decision, where more than ¾ of the owners voted not to proceed, as documented.”
In a subsequent email dated 11 February 2026 addressed to the same recipients, Citybase further stated:
“[…] we are expecting to hold AGM this year around May time which owner will vote again on the decision.”
- Provide the emails from 6 February 2026 and 11 February 2026, including CIK’s responses.
- Comment on LMS 2793’s position that access to the MDUs to install telecommunications facilities requires a 75% majority vote by the strata owners at an upcoming annual general meeting (AGM).

The 6 February 2026 email indicates that more than 75% of LMS 2793 strata owners voted against granting CIK access to the relevant MDUs for the installation of telecommunications facilities.
Provide CIK’s position on this result, in which CIK was denied access to the MDUs due to a vote by the LMS 2793 strata owners.
To Citybase/LMS 2793
- Provide the date of the AGM at which the decision was made not to grant CIK access to the relevant MDUs for the installation of telecommunications facilities. Include the results of the vote and all supporting documents.
- Confirm that the LMS 2793 strata owners will vote again at the next AGM regarding whether to grant CIK access to the relevant MDUs for the installation of telecommunications facilities. Provide the date of the next AGM and all supporting documents.
