Subject: Request for Information – Bell Canada’s Part 1 application: Adapting the Regulatory Framework for Mobile Wireless Exchange Service – Additional Request to Extend Deadlines
Dear recipients:
On 13 February 2026, the Commission received a request from Bell Canada (Bell) for an open-ended extension of the deadline to provide responses to Staff Response to Bell Request for RFI deadline extension. Bell stated that the extension would allow it to develop a consultation process and consult with disability groups whose members rely on teletypewriter (TTY) relay-based message relay service.
On 19 February, Commission staff granted Bell’s extension request and set a new deadline of 31 March 2026. Staff also indicated that should Bell require additional time, the company could reach out to the Commission with an additional, appropriately justified, request, to be considered at that time.
On 19 March 2026, the Commission received a follow-up request from Bell to extend the revised deadline by two weeks to facilitate consultations with, and accommodate the schedules of, consultation participants. Bell indicated that it has retained a third-party vendor and that consultations with TTY relay users are underway, but that the March break may have impacted the availability of potential participants.
Commission staff considers that this request for additional time is reasonable, given the steps that Bell has already taken towards having meaningful consultations with persons who use TTY relay.
Staff is therefore granting Bell’s request, and accordingly, the deadlines for the above-noted RFI have been modified for all recipients as follows:
- The deadline to submit responses to the RFI: 14 April 2026
- The deadline to submit replies to RFI responses: 28 April 2026
