Subject: Telecom Notice of Consultation CRTC 2025-226 - Development of a regulatory policy on measures to improve the resiliency of telecommunications networks and the reliability of telecommunications services – Procedural clarifications

This letter is in response to procedural requests from the First Mile Connectivity Consortium (FMCC) dated 9 February 2026 and the Ontario Library Association (OLA) dated 10 February 2026 regarding the current procedural status of Telecom Notice of Consultation CRTC 2025-226, Development of a regulatory policy on measures to improve the resiliency of telecommunications networks and the reliability of telecommunications services. The OLA also requested clarification regarding the reimbursement of costs for public interest interveners in this proceeding.

Procedural status of Telecom Notice of Consultation CRTC 2025-226

In accordance with the process set out in Telecom Notice of Consultation CRTC 2025-226 (NOC 2025-226), this proceeding will include additional procedural steps. In NOC 2025-226, the Commission stated that it may submit requests for information as part of this proceeding. The Commission is currently considering whether to do so. In addition, the Commission stated that parties will be able to file replies within 30 days of receiving a letter after the completion of any request for information process and the posting of the transcripts of ASL and LSQ video interventions on the Commission’s website, if required. This letter has not yet been sent. Commission staff expects the record to close once these procedural steps have been completed.

Reimbursement of costs for public interest interveners

As NOC 2025-226 is a telecommunications proceeding, all cost applications in this proceeding will use the telecommunications costs process and be reviewed and assessed under the regime set out in the Telecommunications Act.
