Subject: Part 1 Applications Requesting Urgent Interim and Final Relief From TELUS and Bell for Wholesale High-Speed Access – Withdrawal of Applications
Dear Stephen Schmidt and Philippe Gauvin:
The Commission received Part 1 applications dated 20 January 2026 and 11 February 2026 from TELUS Communications Inc. (TELUS) and Bell Canada (Bell), respectively. The applications requested urgent interim and final relief regarding the provisioning of wholesale high-speed access (HSA) services on Bell and TELUS’s networks.
On 5 February 2026 the Commission issued a Secretary General letter addressing TELUS’s urgent interim relief request.
On 23 February 2026, TELUS and Bell submitted letters to withdraw the above noted applications. Specifically, TELUS requested that the corresponding proceeding be closed and that no further action be taken in respect of it. Bell requested the entire proceeding associated with its application be discontinued. Commission staff acknowledges the letters withdrawing the above mentioned applications and considers that the interim relief granted to TELUS on 5 February 2026 is no longer in effect.
Commission staff expects that any processes and procedures associated with the wholesale provisioning of HSA will apply to all wholesale customers equally.
