Subject: Part 1 Application by Execulink Telecom Inc. – Request for the Commission to reinstate the enforcement measures imposed in TD 2024-42 — Request for Information
Dear Nathan Third and Jonathan Leahy,
The Canadian Radio-Television and Telecommunications Commission (Commission) is currently considering the above referenced Part 1 application, filed by Execulink Telecom Inc. (Execulink). In its application, Execulink is requesting access to three multi-dwelling units (the MDUs), located at 136 Concession St. East, 62 1st St., and 98 King St., in Tillsonburg, Ontario, in order to install its equipment and provide telecommunications services to residents.
Section 37 of the Telecommunication Act (the Act) provides that the Commission may require any person to file information that the Commission considers necessary for the administration of that Act.
Commission staff is seeking additional information from Escalade Property Corp. (Escalade), the administrator of the MDUs in question, as part of its review of Execulink’s above-noted application. Commission staff is therefore requesting Escalade to provide a response to the attached questions by 11 March 2026, serving their response on Execulink by the same date.
Recipients are reminded that if they fail to respond within the specified timelines, provide nil responses, or fail to provide complete responses to each question in this RFI, the Commission may pursue all available options, up to and including imposing administrative monetary penalties (AMP).Footnote 1 In addition, pursuant to section 72.16 of the Act, recipients are reminded that they are liable for a violation that is committed by an employee of the person acting in the course of the employee’s employment, or by an agent or mandatary of the person acting within the scope of the agent’s or mandatary’s authority.
Additionally, recipients are required to submit their responses electronically, and in full compliance with the applicable provisions of the CRTC Rules of Practice and Procedure. Your responses will become part of the public record and will be posted on the CRTC website.
As set out in section 39 of the Act and in Broadcasting and Telecom Information Bulletin 2010-961 (Procedures for filing confidential information and requesting its disclosure in Commission proceedings), persons may designate certain information as confidential. A detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest must be provided, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. In addition to the confidential version, an abridged version of the document omitting only the confidential information must be filed or reasons why an abridged version cannot be filed must be provided.
Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date.

- Provide a list of all telecommunications service providers (TSP(s)) that have telecommunications equipment installed in the multi dwelling units located at 136 Concession St. East, 62 1st St., and 98 King St., in Tillsonburg, Ontario (the MDUs).
- Provide a copy of all agreements concluded between any TSP(s) and Escalade which provide the TSP(s) with access to the MDUs for the purpose of installing their equipment and/or providing telecommunications services to residents/customers.
- Provide the number of units in each building.
- Provide any additional information or details that may be useful to the Commission in considering this file.
