Subject: Intention of Fibernetics Corporation to enter Persona Communications Inc.’s operating territory as a competitive local exchange carrier (CLEC) in 14 Ontario exchanges

Dear Marielle Wilson:

The Commission received a letter dated 2 April 2025 from Fibernetics Corporation (Fibernetics) indicating its intention to operate as a Type 1 competitive local exchange carrier (CLEC) in 14 exchangesFootnote 1 currently served by Persona Communications Inc. (Persona), a subsidiary of Eastlink.

Persona acknowledged Fibernetics’ letter of intent and submitted that, under its former names Amtelecom Limited Partnership (Amtelecom) and People’s Tel Limited Partnership (People’s), it previously introduced local competition in the above-noted exchanges. Specifically, Amtelecom introduced local competition in the Aylmer, Ontario exchange with the Commission’s approval of the associated implementation plan in Telecom Decision 2018-393.Footnote 2 People’s received Commission approval for the local competition implementation plan for the Forest, Ontario exchange in Telecom Decision 2008-93.Footnote 3

Persona indicated that, as outlined in its General Tariff CRTC 21281, Section 1300, the former Amtelecom exchanges of Aylmer, Cambray, Coldwater, Dyer’s Bay, Lion’s Head, Manitowaning/Wikwemikong, Mindemoya, Port Burwell, Stokes Bay, Straffordville, and Tobermory are served by a single local interconnection region with a point of interconnection in Aylmer, Ontario. The former People’s exchanges of Aberarder, Arkona, and Forest are served by a single local interconnection region with a point of interconnection in Forest, Ontario.

Persona confirmed that since local competition is already established in the 14 exchanges, there are no other implementation issues to address to implement local competition.

As per Fibernetics’ letter dated 19 December 2025, Fibernetics has completed all the requirements to operate as a CLEC in the above-noted exchanges. As such, Commission staff considers that Fibernetics can now begin offering its services in the above-noted exchanges. Notification requirements for CLECs are outlined in Telecom Decision 2012-396.Footnote 4
