Subject: CSCN meeting - Initial Thousands-Block Pooling Launch in 3 Exchanges (Markham, ON; Brampton, ON; Victoria, BC)
This letter is to inform you of a 24 March 2026 meeting scheduled by the Canadian Steering Committee on Numbering (CSCN) to discuss the launch of thousand block pooling (TBP) in the exchanges of Markham and Brampton, Ontario and Victoria, British Columbia.
In Telecom Decision CRTC 2025-321, the Commission directed the CSCN to create a schedule for a phased-in implementation of TBP, by exchange, with the first exchange transitioning to TBP by 28 July 2026, and the final exchange by 28 July 2027. In addition, the Commission directed all Local Exchange Carriers (LEC) and wireless carriers to actively participate in developing the exchange implementation timeline under the leadership of the CSCN and complete the implementation of TBP as detailed in the CSCN schedule.
Accordingly, Commission staff expects all LECs and wireless carriers operating in the exchanges of Markham and Brampton exchanges in Ontario, and the Victoria exchange in, British Columbia, to attend the meeting scheduled on 24 March 2026.

All LECs and wireless carriers are responsible for remaining informed of upcoming meetings will occur and for actively participate in those affecting the exchanges in which they operate.
