Subject: Part 1 Application – Request for Immediate Temporary Stay of the Speed-Matching Requirement for Rogers’ New Gigabit Retail Internet Services – Procedural Request
On 10 February 2026, Commission staff requested additional information (RFI) from parties to the above-noted proceeding.
On 11 February 2026, the Commission received a procedural request from the Canadian Anti-Monopoly Project (CAMP), in which CAMP requested that it be granted standing to participate in the above-noted proceeding. CAMP submitted that the RFI posed by Commission staff have implications for competitive Internet service providers and consumers who rely on competitive alternatives for broadband services, and that questions of this significance warrant input from parties beyond the original applicant and respondents.
Commission staff agrees with CAMP that the questions posed in the 10 February RFI could have implications for parties beyond the original applicant and respondents. Accordingly, Commission staff is of the view that it would be appropriate to allow CAMP, and any other interested party, to provide responses to the questions posed in the 10 February RFI.
Commission staff is also of the view that it would be appropriate to amend the deadlines for responses to the 10 February RFI, in order to provide interested parties with sufficient time to prepare responses. In that respect, the process and associated dates are as follows:
- Interested parties may file responses to the questions posed in the above-noted RFI no later than 3 March 2026.
- Rogers may file a reply to the above noted comments no later than 10 March 2026.
All documents filed and served must be received, not merely sent, by the date provided. Parties are to send an electronic copy of all documents to Commission staff copied on this letter.
The Commission requires the responses or other documents to be submitted electronically by using the secured service “My CRTC Account” (Partner Log In or GCKey) and filling in the “Telecom Cover Page” located on the Commission’s website.
As set out in section 39 of the Telecommunications Act and in the Procedures for filing confidential information and requesting its disclosure in Commission proceedings, Broadcasting and Telecom Information Bulletin CRTC 2010-961, 23 December 2010, persons may designate certain information as confidential. A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.
