Subject: Suspension of deadlines until further notice – Part 1 Application 8665-E124-202506212

On 18 December 2025, the Commission received a Part 1 Application from Émile Arsalane regarding Conditional “Discounts” for Automated Bank Debits, Payment Processing Penalties, Third-Party Data Aggregators, Connection Fees, Post-Cancellation e-Statement Charges, and Ancillary Fees in the 2025 Retail Wireless Market (the Application).

On 19 December 2025, the Commission received a procedural request to suspend the Application from TELUS Communications Inc. (Telus). The Commission received various replies both opposing and supporting Telus’ request. On 6 and 7 January 2026, the Commission received two additional procedural requests to serve interrogatories to certain parties served in the Application, in order to elicit detailed responses to concerns raised in the Application.

Commission staff notes that the current deadline of 6 February 2026 for the filing of interventions in the Application is approaching. Telus’ procedural request and the other two procedural requests raise complex and interrelated matters. Given the importance of the issues that need to be considered and the significant number of interventions already received, Commission staff will temporarily suspend all the deadlines associated with the Application. This will allow the Commission to carefully consider these procedural requests in a manner that best serves the public interest and to proceed in the most efficient manner possible.

The Commission is committed to facilitating meaningful participation for all stakeholders and to making timely determinations on the issues being considered. A Commission determination addressing the procedural requests submitted as part of the Application will follow shortly.
