Subject: Application by Ztar Mobile Canada inc. for expedited interim relief in response to porting issues — Expedited Timelines
Dear Mr. Olivier and Mr. Wilkie,
This letter sets out expedited timelines for Ztar Mobile Inc.’s (Ztar) Part 1 application, dated 27 January 2026, for expedited interim relief in the form of an order directing Rogers Communications Canada Inc.(Rogers) to restore normal unrestricted access to its systems to allow Ztar to review and assist individual customer port requests.
According to Ztar, up to 40,000 end users may not efficiently port their phone numbers to another service provider and risk losing their telephone number. Ztar further submitted that the porting issues and Ztar’s removal from the Rogers porting system undermine competitive fairness and that its application meets the test for interim relief. As a result of the issues raised in the application and its potential impact on consumers, Commission staff considers that processing the Part 1 application on an expedited basis is reasonable in the circumstances and would not result in prejudice to parties.
Accordingly, Rogers and all interested parties have until 16 February 2026 to file their answer or intervention on the Part 1 application for interim relief, with a copy to Ztar. Reply comments from Ztar may be filed no later than 23 February 2026, with a copy to Rogers and all interested parties.
Documents are to be received, and not merely sent, by these dates.
