Subject: Procedural request from the Canadian Union of Public Employees regarding the application by Groupe TVA Inc. - 2026-0033-7

Dear Nathalie Blais,

Thank you for your letter dated 30 March 2026, filed on behalf of the Canadian Union of Public Employees (CUPE) regarding the application submitted by Groupe TVA inc. (TVA) for its station CFCM-DT Québec (application 2026-0033-7).

In your letter, you request that two additional letters be added to the public record of TVA’s application, in support of the intervention submitted by CUPE on 19 March 2026. One letter is from the Mayor of Québec City and the other from the Mayor of the City of Lévis. You submit that, as these are the two largest municipalities served by TVA Québec (CFCM-DT), their position on maintaining the station’s local programming is of public interest.

On April 1, 2026, Québecor Média inc. (Québecor Média), on behalf of TVA, filed a letter opposing this procedural request. TVA challenges the filing of the two letters on the grounds that they were submitted after the close of the intervention period and without the exceptional justification required under the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure.

Please note that a decision regarding this request will be issued by the Commission in due course.
