Subject: annual report specifying how the undertaking provides relevant programming to the undertaking’s targeted communities

Dear Jean-Yves Roux,

We hereby acknowledge receipt of Natyf TV's annual report for the 2024-2025 broadcast year.

The information required when submitting your annual report is set out in condition of service 14 of Appendix 1 of Broadcasting Decision CRTC 2023-303 (Decision CRTC 2023-303). After a thorough review of your report, Commission staff have noted that some of the required information is missing or does not meet the stated conditions. This is the third official communicationFootnote 1 with you concerning Natyf TV's obligations and the second time we have brought up Natyf TV's apparent non-compliance with its reporting requirements.Footnote 2

In August 2025, a letter was sent to you regarding your 2023-2024 annual report. Specifically, you were asked to ensure that you include all the required elements set out in Decision CRTC 2023-303, paying particular attention to the following points:

Commission staff notes that the above elements have not been included in the 2024-2025 annual report. Commission staff also notes that one more element, which was included in your 2023-2024 report, is missing from your 2024-2025 report. The information missing is concerning the tools in place to allow the public to provide feedback on the relevance of programming.

In light of the above, it is possible that the Commission may decide that Natyf TV is in non-compliance with condition of service 14 of Decision CRTC 2023-303. I would like to remind you a second timeFootnote 3  that in Decision CRTC 2023-303, the Commission granted Natyf TV mandatory distribution status under paragraph 9.1(1)(h) of the Broadcasting Act for its outstanding contribution to Canadian expression. Condition of service 14 is an integral part of the decision that helps ensure that the communities targeted by Natyf TV are well served.

As a beneficiary of mandatory distribution status, Natyf TV must ensure that it complies with the obligations set out in Decision CRTC 2023-303. Therefore, please modify your 2024-2025 annual report and include all the elements mentioned above. Furthermore, ensure to include all the required elements in your future annual reports.

I would also like to remind you that according to Decision CRTC 2023-303, the annual report must be available on the licensee's website. As of 7 January 2026, the 2024-2025 report was not displayed on your website. We ask that the revised version of your 2024-2025 annual report be posted on your website as soon as possible.

I kindly ask that you submit your documents electronically to the Commission by using the secured service "My CRTC Account" (Partner Log In or GC Key) and filling in the Broadcasting and Online News Act Cover Page. Please note that this letter and any other related correspondence may be made public as part of a future process.
