Subject: Recommendation to follow ATIS Allocation Plan and Assignment Guidelines for new Canadian NPAs
- This is in response to the letter you filed with the Commission on 14 November 2024, in which you indicated that:
- during discussions between staff at the CRTC, Canadian Numbering Administrator (CNA), and North American Numbering Plan Administrator (NANPA) regarding the reservation of additional geographic and non-geographic Numbering Plan Area (NPA) codes for use in Canada, NANPA staff noted that Canada could elect to follow the Alliance for Telecommunications Industry (ATIS) Industry Numbering Committee (INC) NPA Allocation Plan and Assignment Guidelines (the ATIS guideline) to reserve NPAs for future use.
- the Canadian Steering Committee on Numbering (CSCN) agreed that Canada should forego negotiating a set reservation pool as it has done previously and elect to use the procedures within the ATIS guideline.
- You concluded the letter by indicating that the CSCN recommends that Canada follow the on‐demand approach to acquire new NPAs as detailed in ATIS guideline and that the CSCN intends to work with NANPA to update the ATIS guideline as appropriate to be in alignment with this approach.
- Commission staff supports leveraging the recommended process whereby any member of the North American Numbering Plan (NANP) could reserve NPAs for future use before the exhaust of a specific geographic NPA complex or non-geographic NPA in accordance with the ATIS guideline.
- As such, staff requests that the CSCN establish the conditions whereby Canada can request additional relief geographic and non-geographic numbering resources from NANPA. This is to include
- engaging NANPA as required to ensure Canada’s needs can be accommodated through the ATIS guideline process, either as it currently exists or as the result of modifications agreed upon between the CNA and NANPA; and
- filing for the Commission’s consideration by 4 August 2025 new or modified Canadian-specific numbering guidelines that effectively capture the procedures for initiating and completing requests for geographic or non-geographic NPAs for Canada’s use from NANPA.
