Subject: Validation of Landline-Related Customer Transfers
Dear Gerry Thompson:
As mentioned by staff at the Business Process Working Group (BPWG) plenary session on 25 August 2022, the information required to validate customer transfers from landline/wireline carriers consists of a customer’s name, address and telephone number. In the past, this minimal information requirement eased the process for consumers and facilitated problem-free customer transfers from landline networks to wireless networks, VoIP providers and other landline networks.
However, in today’s environment of ever-present scams and fraudulent activity, it is appropriate to consider whether additional validation measures should be adopted in order to better protect consumers from exposure to unacceptable service interruptions, financial loss and other dangers.
Staff therefore requests that the BPWG consider what additional measures could be put in place to avoid potential unauthorized customer transfers from landline/wireline carriers to other carriers and to file a report with its recommendations with the Commission by 30 June 2023.
