Dear Sir:
The Commission is in receipt of two letters dated 7 November 2013 and 11 November 2013 from the Canadian Network Operators Consortium Inc. (CNOC) regarding the scope of the above-named application filed by PIAC and CAC (Applicants) requesting that the Commission issue certain directives to Telecommunications Service Providers (TSPs) regarding the practice of charging fees for the provision of paper bills.
Specifically, CNOC is seeking clarification as to the specific categories of TSPs that would be subject to the following relief sought by the Applicants:
i. Declare that the paper bill fee is an unauthorized rate increase for all regulated standalone PES customers and customers in regulated markets; and
ii. Order the TSPs to refund all monies, with interest, collected under this charge to the customers included in section (i).
Accordingly, PIAC is requested to reply to the following questions:
1 – Does item (i) apply to any entities other than ILECs and SILECs, and if so, identify any such other classes of TSPs?
2 – Does item (ii) apply to any entities other than ILECs and SILECs, and if so, identify any such other classes of TSPs?
PIAC is to file its response the above request, serving a copy on all respondents, by 21 November 2013.
