Re: Part 1 application for broadband expansion using deferral account funds
Dear Ms. Griffin-Muir,
The Commission received the above-noted Part 1 application by MTS Inc. and Allstream Inc. (collectively, MTS Allstream), dated 19 March 2013, in which MTS Allstream requested permission to use deferral account funds to expand broadband services to Reinland, Manitoba, instead of to the approved community of Sunset Bay, Manitoba.
Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.
MTS Allstream is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 30 April 2013.

Request for information – Part 1 application for broadband expansion using deferral account funds
1. Refer to paragraph 197 of Disposition of funds in the deferral accounts, Telecom Decision 2006-9, 16 February 2006 (Telecom Decision 2006-9). With regards to Reinland, Manitoba, identify whether MTS Allstream has ascertained if (a) broadband service is not available from any other service provider, and (b) the community has not received funding, or approval for funding, from any government broadband expansion program. If so, provide a summary of MTS Allstream’s findings. If not, discuss – with supporting rationale – why not.
2. Refer to paragraph 198 of Telecom Decision 2006-9. Identify whether MTS Allstream has consulted with any provincial government agencies responsible for broadband initiatives or with any other level of government, regarding its proposed rollout of broadband services to Reinland, Manitoba, instead of Sunset Bay, Manitoba. If so, provide a summary of the result of any such consultation. If not, discuss – with supporting rationale – why not.
3. Provide the company’s forecast of the number of premises in the community of Sunset Bay, Manitoba, that would be reached if it rolled out broadband services to the community. Further, identify the number of premises that the company expects would subscribe to broadband service and the percentage of premises that are seasonal.
4. Provide the company’s forecast of the number of premises in the community of Reinland, Manitoba, that would be reached if it rolled out broadband services to the community. Further, identify the number of premises that the company expects would subscribe to broadband service.
