Re: Follow-up to Telecom Regulatory Policy CRTC 2012-592 and Outstanding Rating Issues of Tariff Notice 7372 from Bell Canada
Dear Mr. Gauvin:
Bell Canada filed Tariff Notice (TN) 7372 to propose revisions to its Access Services Tariffs, Item 110 – Co-locations Arrangements for Interconnecting Canadians Carriers and Digital Line Service Subscriber (DSLSPs) to introduce a 1000 Mbps interconnecting carrier to interconnecting carrier (IC-to-IC) cross-interconnection link.
In its company’s reply comments, filed on 15 February 2013, Bell Canada submitted that the level of disclosure for the costing information filed in response to the Commission interrogatories was appropriate in that only time estimates for expenses by major function must be disclosed.
In Telecom Regulatory Policy CRTC 2012-592, dated 26 October 2012, Confidentiality of information used to establish wholesale service rates, the Commission established dis-closure guidelines for cost information filed in support of a wholesale service. In staff view’s, all time estimates should be disclosed and “major function” which the company referred to in its reply comments is used only as a heading.
Accordingly, the company is to disclose, on the public record by 5 April 2013, all time estimates for activities identified in the company’s response dated 22 January 2013 filed in support of TN 7372.
Further, to assist the Commission in disposing of this application, Bell Canada is
requested to provide responses to the attached interrogatories which are to be filed with the Commission by 15 April 2013.
All parties may file written comments to the Commission by 22 April 2013. Bell Canada may file reply comments by 29 April 2013.
Additional comments are to be made solely in relation to the information provided in the interrogatory responses and the disclosed time estimates.
Where a document is to be filed or served by a specific date, the document must be
actually received, not merely sent, by that date. Copies of the documents should also be sent to abderrahman.elfatihi@crtc.gc.ca
Each paragraph of all submissions should be numbered. In addition, the line ***End of document*** should be entered following the last paragraph. This will help the Commission.
Sincerely yours,
