Re: TN 445 – Wholesale Internet ADSL Service – 50 Mbps Residential Service
In Telecom Order 2012-580, dated 19 October 2012, the Commission approved on an interim basis the rate for 50 megabits per second (Mbps) for Telus’ Communication Company’s (TCC) residential wholesale internet asymmetric digital subscriber line (ADSL) service. In order to determine the final rates the Commission requires more information.
TCC is to file its responses to the attached interrogatories with the Commission, serving a copy on all other parties, by 28 March 2013. These responses are to be received, and not merely sent, by this date.

Attachment
1) Provide a revised cost study and proposed rates (including Table 5 – Detailed Summary of Causal Costs) for the 50 Mbps residential wholesale Internet ADSL service that includes all Commission determinations in Telecom Decision CRTC 2011-703 and Telecom Decision CRTC 2013-73 namely, a ten year study period, the historical growth rate per month for the first year and 20 percent per year for the remaining years of the study period, an annual capital unit cost change of minus 5 percent for access-driven equipment and minus 10 percent for usage-driven equipment cost. With regards to the Broadband Remote Access Server (BRAS),
a. Apply an 86 percent reduction to the BRAS costs.
b. Provide TCC’s views on the appropriateness of applying an 86 percent reduction on BRAS as a proxy for using TCC’s measured wholesale high-speed access usage for the 50 Mbps service. If TCC considers that a different approach should be used to reflect measured wholesale high-speed access usage for the 50 Mbps service, provide revised costs and proposed rates for the service, with supporting rationale and assumptions.
2) Provide a revised table, in the same format as attachment 3 of Response to Interrogatory CRTC 2010-632 TELUS(CRTC)5April11-7a showing:
a. The proposed capital causal to demand costs information associated with each of the responses to 1 a) and 1b) above.
b. The proposed capital causal to demand cost information pertaining to the 50 Mbps residential wholesale Internet ADSL service costs filed on 26 September 2012.
