Re:   Review of price cap framework, Telecom Public Notice CRTC 2006-5, 9 May 2006 - Extension for the 2007 annual price cap filings

In Regulatory framework for second price cap period , Telecom Decision CRTC 2002-34, 30 May 2002, as amended by Telecom Decision 2002-34-1, dated 15 July 2002 (Decision 2002-34), the Commission established the price cap regime applicable to Aliant Telecom Inc. (Aliant Telecom), Bell Canada, MTS Allstream Inc. (MTS Allstream), Saskatchewan Telecommunications (SaskTel), and TELUS Communications Inc. (TELUS). The price cap regime for Aliant Telecom, Bell Canada MTS Allstream, SaskTel, and TELUS was to be in effect until 31 May 2006 .

In Implementation of price regulation for Télébec and TELUS Québec , Telecom Decision CRTC 2002-43, 31 July 2002 , Société en commandite Télébec (Télébec) and TELUS Communications (Québec) Inc. (TELUS Québec) established the price cap regime applicable to those two companies.

The price cap regime for Télébec and TELUS Québec was to be in effect until 31 July 2006 .

In Decision 2002-34, the Commission, among other things, directed the Aliant Telecom, Bell Canada MTS Allstream, SaskTel, and TELUS to file on an annual basis on 31 March for the remainder of the price cap period, updates to the service basket limits and service basket indices, with supporting calculations, formulae and spreadsheets, for each basket/sub-basket of capped services, as applicable. The Commission stated that it would expect to dispose of these companies' annual price cap filings by 1 June of each year.   In Decision 2002-43, the Commission determined that for Télébec and TELUS Québec, these dates were to be 31 May and 1 August, respectively.

In Extension of the price regulation regime for Aliant Telecom Inc., Bell Canada, MTS Allstream Inc., Saskatchewan Telecommunications and TELUS Communications Inc. , Telecom Decision CRTC 2005-69, 16 December 2005, the Commission extended the current price cap regime without changes applicable to Aliant Telecom., Bell Canada, MTS Allstream, SaskTel, and TELUS Communications Company (previously referred to as TELUS) for a period of one year, to 31 May 2007.  

Additionally, in Extension of the price regulation regime for Société en commandite Télébec and TELUS Communications (Québec) Inc. , Telecom Decision CRTC 2005-70, 16 December 2005, the Commission extended the current price cap regime without changes for Télébec and TELUS Québec for a period of one year, to 31 July 2007.

In Review of price cap framework, Telecom Public Notice CRTC 2006-5, 9 May 2006 , the Commission stated that it intended to issue a decision by 30 April 2007 .   Accordingly, it would be appropriate to postpone the filing of the 31 March 2007 and the 31 May 2007 price cap filings, as well as filing of the total subsidy requirement calculations, after the issuance of the Commission's decision in this proceeding.   The Commission's decision will include directives as to the revised dates for filing their 2007 annual price cap updates and their total subsidy requirement calculations.
