The Commission has received the following applications:
1. MONTRÉAL (PARTS OF) AND LAVAL (PART OF), Quebec
Application (922155700) by CF CABLE TV INC. to amend the condition of licence concerning the authorized advertising on the special ethnic programming service, by adding the following proposed amendments.
The applicant wishes that the condition of licence outlined in Decision CRTC 90-1038 reads henceforth as follows (the underlined passages are the amendments suggested to the original text):
 "Taking into account the foregoing, the Commission authorizes the licensee to continue distributing its special ethnic programming service. It is a condition of licence that the licensee shall not distribute as part of this ethnic service any commercial message other than a sponsorship credit, including in, or preceding or following immediately the program credits, which combines no more than the logo, name, address, the telephone number and the type of activity or profession of the sponsor. The sponsorship credit may contain sound and/or visual images, whether moving or fixed. The sponsorship credit shall have no purpose other than to acknow-ledge, in a concise and direct manner, the sponsor's contribution and shall at no time constitute a detailed description or promotional device.
The licensee is also authorized to broadcast paid public service announcements, on condition that they be broadcast in the same language as that of the adjacent program and that the amount received be given to the producers of Television of Ethnic Quebec (TEQ). The licensee is also authorized, on an exceptional basis, to add English- or French-language subtitles to feature films on the special multicultural programming service, provided that these subtitles are an integral part of the original production."

Application (912303500) by ROGERS CABLE T.V. LIMITED to amend its broadcasting licence, by adding a condition of licence allowing it to distribute sponsorship credits containing a sponsor's logo and telephone number as well as and/or visual images, whether moving or fixed, during the ethnic multicultural programs it distributes on a special programming channel.
The licensee is currently authorized to distribute third language programming, without advertising material, on this special programming channel.

Application (912302700) by ROGERS CABLE T.V. LIMITED to amend the condition of licence pertaining to sponsorship credits authorized in the ethnic multicultural programs it distributes on a special programming channel.
The licensee is authorized, by condition of licence, to distribute, at its option, the special programming service consisting of ethnic multicultural programs which do not include any commercial messages other than sponsorship credits. Such sponsorship credits may include the sponsor's name, address and nature of business or profession, but may not include a telephone number, company logo or trademark, picture or representation of an establishment, display of goods or any qualifying words or statements which might promote the sponsor's business, service or product.
The licensee proposes to amend its licence so as to be allowed, by condition of licence, to distribute sponsorship credits containing a sponsor's logo and telephone number as well as sound and/or visual images, whether moving or fixed while preserving its authority to distribute the sponsorship credits currently allowed by condition of licence, i.e. the sponsor's name, address and nature of business or profession.
