Decision CRTC 92-220-1
Global Communications Limited
Paris, Bancroft, Owen Sound, Ottawa, Midland, Stevenson, Peterborough, Oil Springs and Toronto, Ontario - 911278000
In Decision CRTC 92-220, the Commission renewed the broadcasting licence issued to Global Communications Limited (Global) for the television programming undertaking consisting of CIII-TV Paris and its associated transmitters elsewhere in Ontario from 1 September 1992 to 31 August 1996.
The requirements for expenditures on Canadian programming that are specified as conditions of licence in Decision CRTC 92-220 take into account, among other things, a commitment made by Global in its renewal application regarding the continuation, through to the end of the new licence term, of certain expenditures on news programming. These expenditures were originally proposed by Global, over a five-year period, as part of the benefits of an earlier application involving a transfer of control of Global which was approved by the Commission in Decision CRTC 90-1073.
In light of an error in its calculations regarding the annual expenditures that Global is required to make on Canadian programming, the Commission hereby corrects Decision CRTC 92-220 by deleting the figure of $2,125,000 that appears in condition of licence 2(d), and by substituting therefor the figure of $1,500,000. Elsewhere in Decision CRTC 92-220, in determining the annual amount that Global was expected to invest in its proposed Canadian Program Investment Fund (the Fund), the Commission averaged, over a four-year period, the revenues that Global had projected it would earn over seven years from five new television transmitters approved in Decision CRTC 92-220. This resulted in an expectation that Global, in keeping with its commitments, should contribute more each year to the Fund than the revenues that Global had projected would be realized from the new transmitters.
As a result, the Commission expects Global to allocate $9.055 million per year to the Fund.
